Phelan signed for Vauxhall Motors a fortnight ago but he has now been released and is eligible for tonight's match against Stalybridge Celtic.
He recently scored for the Motormen against FC Halifax Town, playing in the same side as McGivern.
Liverpool-born Phelan was recently released by Conference Premier side Kidderminster Harriers. However, earlier, he had been at Everton where he was captain of the Toffeemen's under-18s and reserves before he was released in 2007.
A contract with Bradford City followed and it was with the Bantams that he made his Football League debut as a substitute in August, 2007. He went on to make thirteen League and three cup appearances for the Yorkshire club. In a mass clear-out at Bradford, Phelan was released at the end of the 2007/08 season.
Next, he joined FC Halifax in September 2008. From there he signed for Kidderminster, from where he was sent out on loan to Vauxhall Motors in December 2011.
The Harriers released him in February 2012 and he then had his brief spell with the Motormen.
