Birch, who recently departed Midland Combination Premier Division side Waslall Wood due to work commitments, has agreed to link up with Paget ahead of the 2012/13 debut campaign.
Birch said: "I am delighted to be on board for this exciting project, you will see that we will set the legacy for years to come, this is a chance for us to make history at a new club with a famous name. I am really looking forward to it."
Birch has also had previous coaching experience with Highgate United, Hednesford Town and Chasetown, as well as a period as scout at npower Championship side Birmingham City.
Joint-manager Marcus McDonald said: "When I spoke to the chairman about Birchy's availablity he left the decision to me. Nigel has great experience in the game, including helping me steer Highgate United away from relegation. When I spoke to Nigel, following his resignation at Walsall Wood, he couldn't wait to be on board. Alongside Dean Farrington we now have a very strong coaching set up that will be the envy of many Midland Combination clubs, now we must focus on the players we wish to sign for the new season ahead."
Chairman Matthew Dainty said: "Nigel has great experience in the game and his contacts both on and off the field are second to none. Nigel will help us to push the club forward. His passion and commitment to Paget Rangers 2011 was obvious from day one, we didn't need to sell the club to him at all. Nigel will now join Marcus in scouting the local leagues to ensure we attract the best possible players for next season."
