The former Tiptree United boss is joining forces with Terry Spillane at Park Drive, having previously worked together at Redbridge.
And together, they are hoping for more success like they enjoyed last season.
They guided the Motormen to sixth place in Division One North and into the Second Round proper of the FA Cup.
Nevertheless, Brown, who will also be head coach, believes his new club are even better-equipped for a tilt at promotion.
“I’m really looking forward to it, although I enjoyed my time at Redbridge,” said Brown, who managed Tiptree from 2004 to 2007.
“The club have had some financial issues recently which meant we weren’t able to carry on the good work of last season.
“Maldon are in a much better state. They are well-equipped to be successful, their facilities are great and it’s a very good place to be.
“Chairman Ed Garty is full of drive and ambition and he’s straightforward about what he wants to achieve. Hopefully we can help him reach those goals.”
