League clubs are able to claim six-figure sums to invest in from the youth and community development fund for bringing through their own talent.
And Carter believes the current system makes it a false economy for non-League clubs to produce players of their own.
“It’s ridiculous that clubs like Accrington Stanley can claim £400,000 in money when we can’t claim a penny,” said Carter.
“League clubs benefit from parachute payments and all other manner of incentives as well so it only serves to widen the gap between this division and the one above us.”

Lee Carter is absolutely right to raise eyebrows. This is one aspect of the new Youth Development Rules and EPPP (of many) that appears to have gone unnoticed, and non-league clubs need to give consideration as to how (if at all) they will look to combat this.
