Collins impressed many during last season, including a great performance against Chester as they battled the Blues for the title before problems off the pitch led to Vics being relegated by the Northern Premier League.
Collins arrives at the Exacta Stadium on a one-year deal, and will compete with both George Horan and Michael Taylor for a place in the defensive unit next season.
Young said: "I'm really pleased Dom has joined us, we watched him a few times last season, and the quality was there to see. It's a good move for him, and I'm sure he'll have a great impact on the squad for next season."
There is also a welcome return to Chester for defender Paul Linwood, who has joined the club from Conference Premier champions Fleetwood Town.
Linwood is no stranger to the fans having played for Chester City for three years between 2006 and 2009, and made over 120 appearances for the club, scoring four goals - including one against rivals Wrexham - where he spent a brief time on loan.
Linwood, 28, started off his career at Tranmere Rovers before moving over to Chester in the summer of 2006, and was voted player of the season in 2007/08.
Following the 2008/09 season he moved to Grimsby Town, before then joining Fleetwood in in 2010 where he spent the last two seasons helping the club gain promotion to the Football League.
