The Beachboys confirmed the signing of former Canvey Island man Hallett this week after a successful trial.
Hallett, who scored fifteen goals for the Gulls last season, will be hoping to start when Concord host League Two neighbours Southend United in their last home game of the pre-season tonight.
Cowley told the Echo: “Jason will provide real competition for Tony and Harry, which we have not had before.
“And the great thing is that all three of them give me something different in terms of how they play.”
Cowley said the club have also completed a deal to bring former Wealdstone midfielder Danny Spendlove to the club - also from Canvey - and that they are close to signing ex-AFC Hornchurch right-back Billy Coyne.
