Dempster is no stranger to the Stags faithful having enjoyed a highly successful three-month spell from Crawley Town last season.
The 29-year old was captain of Kettering Town when they stormed to the Conference North title in 2008 and went on to make over 115 appearances for the club.
His first championship medal was with Rushden & Diamonds - his first club - when the Diamonds won promotion from League Two in 2003.
More recently, Dempster was part of the Crawley Town squad which won the Conference Premier title two seasons ago.
Highly-rated defensive midfielder Hand has made over 300 appearances in a career which began at Watford.
Hand, 28, has enjoyed spells at Chester City, Lincoln City and Ebbsfleet United amongst other clubs, and was the captain of Hayes & Yeading United last season.
Manager Paul Cox said: "Both players bring great experience and a winning mentality to our squad.
"The supporters will know from last season the qualities which Demps brings to the side. He has the pedigree we want, having previously won this division.
"Jamie will add steel and competitiveness to the squad but isn't just a ball winning midfielder as he has quality and range in his passing ability."
