The former Coventry City trainee has joined the Daniels after playing a key role last season working under new Stamford boss Graham Drury at Steel Park.
"Andy is a massive coup for Stamford," said Drury. "He has a lot of strings to his bow and I'm really happy to get him to the club.
"He can play right-back or on either side of midfield, as well as just in behind the strikers and he was one of my best players in the Conference North," he added.
The 26-year-old, who also counts Kettering Town and Hinckley United amongst his former clubs, has worked with Drury on two separate occasions having initially joined him at Corby in 2010 before a spell with Nuneaton Town.
When the opportunity arose for Drury to bring Hall to Stamford, signing him for the third time in his career, the manager didn't hesitate and believes he can help propel the side in the NPL First Division South this season.
"Andy obviously wants to play as high as he can and hopefully that's with Stamford and myself.
"He is coming for the right reasons - not for the money - but for me and this club and to help us progress up the footballing ladder.
"I have a good blend of youth and experience in the squad and Andy Hall adds to that experience, which can hopefully bring us success."
