Carter, who won the league's `golden boot` award last season after scoring forty-two goals, chose Bodmin ahead of Plymouth Parkway. Bodmin boss Darren Gilbert said: "Adam was our number one target for the summer and we are absolutely delighted he has decided to join us.
"We played a lot of good football last season but we didn't score enough goals so we felt we had to try to address that.
"In Adam we have signed a proven scorer at this level and hopefully he can continue to score next season."
Carter signed the transfer forms after meeting Gilbert to finalise his move from Torpoint.
Bodmin are keen to further strengthen a squad which finished runners-up to Buckland Athletic in the Premier Division for the past two seasons.
But Gilbert said: "Adam was our main target. We are looking to add one or two youngsters but that will be it for the summer."
