The 27-year-old signs for the Port after leaving league rivals Fleetwood Town.
The Chorley-based player last season went out on loan to Mansfield Town and Aldershot. Grand began his career as a trainee at Rochdale before venturing to Carlisle, Grimsby Town, Morecambe and Northwich Victoria. Watson said: "Simon will really contribute with his knowledge at this level and above. I look at him like a Neil Fitzhenry style defender and I view Neil as my best ever defensive signing.
“I know Simon will set high standards and with Steven Akrigg I am building a new defence with Earl Davis as my third centre back and Kevin Lee can slot in there as well. “I am talking to a number of players and have got agreements already in place. It really will be a new-look squad with added quality and experience to fully compete at Blue Square Bet Premier level. In the last fortnight we have had a real buzz around the place."
