The centre-back has become the sixteenth player to join since Quakers were demoted to the Northern League and almost completes Gray's recruitment.
The manager also wants a goalkeeper to challenge Chris Porter, though a handful of triallists in other positions may be handed an opportunity during Darlington's pre-season friendlies.
Brown becomes the fourth player to leave Durham for Darlington with fellow new signings David Dowson, Amar Purewal and Arjun Purewal all among his team-mates last season. "He's another signing we're really pleased with," said Gray. "He was at Blyth Spartans under Harry Dunn and played in that good FA Cup run that they had when Shaun Reay was in the team too.
"We're over the moon with him. He's a good age at 25 and he's a strong character too, the type you need in the dressing room, a potential captain.
“Who'll be captain is something that we'll look at during the friendlies."
