Shields, who are hoping to resolve their ground issues soon, moved quickly to appoint Hagan after previous assistant boss Lee Picton told the club earlier in the week that he was resigning because of work commitments.
Hagan knows Shields boss Jon King from their days at Consett together.
Shields secretary Phil Reay said: "Lee did a huge amount of work for us, and got us away from the drop zone last season. He was a breath of fresh air, had some good ideas and was a very much a hands on coach."
Hagan was assistant-manager then caretaker of Consett in season 2010/11, and then had a season in charge of second division club Ryton.
