The Bulls are searching for a new boss after Richard O’Kelly turned the position down in the wake of the club’s relegation to the Conference Premier.
Heeley, who led City to seventh this season on limited resources, has been mentioned as a possible candidate along with Stalybridge Celtic boss Jim Harvey.
But the Worcester manager said: “There’s been no approach to me or the club regarding the Hereford United vacancy. “I am Worcester City manager until anybody tells me otherwise.”
City remain in negotiations with skipper Kevin O’Connor, who played 43 of the 46 games and netted twice last term, as they look to keep hold of the majority of the squad for the 2012-13 campaign.
Nine players are already signed up, including top-scorer Mike Symons, centre-half Stuart Whitehead and midfielder Tom Thorley, and City want to add O’Connor to that list.
Forward trio Danny Carey-Bertram, Simon Brown and Phil Green, left winger Danny Edwards and centre half Lee Ayres will return to pre-season training in July.
