The left-back, 23, was released by npower Championship outfit Watford this summer after making one appearance for the side, in the Third Round of the FA Cup.
Boro chairman Ian Neale said: "We are delighted to have agreed a deal with Tom to join us. He is a very confident and capable player with a great left foot who can provide great delivery, either from open play or set pieces."
James’ addition to the squad, which now has eighteen players, will increase the competition on the left-hand side of defence, where Simon Forsdick and Eddie Nisevic are already competing for a starting place.
James had joined the Hornets from Baker Joiner Midland Alliance side Stratford Town - a jump of nine leagues - after being recommended by former Watford keeper Ben Foster.
He joins new signings Jon Adams, Gavin Cowan, Ben Ford, Delroy Gordon, Danny Newton, Kyle Perry and Danny Sleath alongside the ten players retained from last season.
