The 27-year-old says he has decided to join the Steelmen because of the travelling time from his Brecon home.
Keddle was virtually ever-present for the Latham Park outfit last season, scoring three times from thirty-one starts after arriving from Merthyr Tydfil last summer.
He had two spells with the Martyrs and was captain in his final season at Penydarren Park. Keddle first joined Merthyr in the summer of 2002 from Rhayader Town, joining Carmarthen Town for season 2006/07.
He then had a brief spell with Bath City before returning to Richmond Park in the January 2008 transfer window, signing for Newport County in June 2008, and has made a total of sixty-eight domestic league appearances.
Newtown have also confirmed that striker Steve Jones has returned to North West Counties Leaguers AFC Liverpool after scoring seven goals in his dozen appearances for the Robins last season.
Also arriving at the GenQuip Stadium is midfielder Richard Evans from Haverfordwest County.
With Birmingham City as a scholar, 28-year-old Evans made his Football League debut with Sheffield Wednesday for whom he made ten appearances.
He moved to Shrewsbury Town and then Newport County in August 2006, making 67 appearances for the Exiles before joining Bath City.
Since joining the Bluebirds, where his older brother Mark was assistant-manager, he has made thirty Welsh Premier appearances.
