The 28-year-old has agreed a two-year deal at Kenilworth Road after scoring thirty-five goals for league rivals Gateshead last season.
The Hatters were forced to compete with a number of other clubs for his services, including one of his former clubs York City, where he was once on loan, as well as Bradford City, Rotherham United, Northampton Town, Oxford United and league rivals Wrexham.
Shaw thus lines-up alongside fellow new arrival, Scott Rendell, next season as Luton once again look to reclaim their Football League status after losing out to the Minstermen in the Conference Promotion Play-Off Final at Wembley last month.
