Hammatt, 33, has taken over from Peter Hall after working with him during the closing stages of last season. "We finished with a fantastic young squad and I am delighted that players like Danny Hughes, Mark Hall, Sam Lovatt and Dan Counter have agreed to stay.
"Our goal last season was to finish tenth – which we missed by a point – and qualify for the FA Cup, and my challenge is to build on that.
"We don't pay and are towards the bottom of the pecking order locally, I want to make us hard to beat and to finish 10th or above."
Hammatt, who lives at Sneyd Green, is an Essex boy who spent eight years working full-time in the youth set-up at Colchester.
