Steer appeared three times for the Shots' reserve team and made a total of twenty-four appearances for their youth team.
Prior to Aldershot, Steer was in AFC Bournemouth's youth set-up.
Another new face for new boss Ashley Vickers' side is George Bowerman, who also joins from the reserve team at Aldershot Town.
Bowerman made two appearances for the Shots' reserves last season and has made a total of twenty-six youth team appearances, netting nine times.
Prior to being at Aldershot, Bowerman was a member of Chelsea's junior squad.
Meanwhile, Blackfield & Langley lodged a seven-day approach for Tom Richardson of Toolstation Western League side Bridport Town, but the player rejected the Watersiders' advances and has opted to remain at St Mary's Field.
Bridport boss Trevor Senior said: "I've spoken to him about it and he is happy to stay, which is good news."
