Brownrigg resigned from West Cheshire League side Maghull on Sunday, having spent the last four years as manager.
Maghull finished fourth this season in the league, and recently retained the Pyke Cup.
Town chairman Mark Hayes said: "We received an amazing fifty applications for the position, and have moved quickly to appoint a permanent successor following Joe Parkinson's temporary reign.
"John has had four very successful years at Maghull. He is young, ambitious, and a born winner. I have no doubt that he will bring success to this club, and these are very exciting times."
Parkinson will stay on at the club as an advisor.
