Despite claiming that he wanted to try his luck at a higher level, Pepper has elected to move to a club in the same division.

Canaries` manager Carl Williams is disappointed to lose Pepper: "I am surprised that Tom has decided to make a sideways move. In my opinion there's not much between the two clubs. But we thank Tom for his time at Hitchin and wish him well."

Pepper first joined Hitchin in December 2007 from Dagenham & Redbridge. In two spells he made almost 200 appearances for the club.
