The former Willenhall Town boss replaces Kieron Hammat, who has switched to become Dave Langston's number two at Baker Joiner Midland Alliance outfit Rocester due to work commitments.
The 47-year-old arrives as part of a three-strong management team with Kevin Reeves and Nick Cipolla.
He said: "We want to take what Kieron had developed and take the club that extra step forward.
"This is not a one-man operation. It is the experience we bring as a team and the things you do on the training ground that will help the club progress. We want to be at a higher level."
Eccleshall finished seventh in Division One last season.
Former Port Vale trainee Porter started his coaching career at Kidsgrove Athletic and was manager at Cradley Town before assisting Simon Line at Market Drayton Town.
Reeves was at Kidsgrove last season, while goalkeeper coach Cipolla has also been at `Grove as well as Leek Town, Nantwich Town, AFC Telford United and the Stoke City academy.
Porter added: "I've taken time out since leaving Willenhall in 2010, but now I'm buzzing to be involved again."
