A former Swansea City apprentice, Surman is the fourth Steelman of the summer to depart the club and follows team-mate and full-back Lloyd Grist to Stebonheath Park.
He replaces centre-back Wyn Thomas, who rejected new terms offered to him by the Stebonheath Park outfit and signed instead for Aberystwyth Town.
The 25-year-old Surman was released from the Vetch Field and joined Talbot in February 2005, forming a centre back partnership with Matthew Rees and making 185 Welsh Premier appearances.
He also won Wales Under-23 semi-professional caps during his time with the club. Last week, manager Mark Jones lost midfielder Liam McCreesh to fierce local rivals Afan Lido and striker Luke Bowen has also left to join Neath.
