This is the second time that last season's Conference champions have allowed Rowe to join the Hatters on loan.
Despite only being with County for three months, Rowe finished as top league goalscorer last season when he struck eight in his seventeen games, including doubles against Newport County and Lincoln City.
The former Manchester United trainee Rowe had joined parent club Fleetwood from Kendal Town in 2011 before spending the earlier part of 2011/12 on loan at Droylsden, for whom he scored a dozen times.
County boss Jim Gannon said: " I think we have a very talented and exciting array of attackers in Danny Hattersley, Craig Hobson, Tom Collins and Danny Whitehead but I have always felt we needed another attacking player to give us the depth and tactical versatility either from the start of games or during different phases of matches.
“I have always had it in my mind that Danny would complement our attackers perfectly. We have all seen his fantastic finishing techniques, but he also possess a penetrative ability in his passing and superb set plays. He is a proven goal scorer at this level and has been a very popular member of the playing staff here at Edgeley Park. Therefore, I think this signing will be a huge boost both for the staff and players, and most especially our fans.”
