Collingwood has quit Northern Alliance club Hebburn Reyrolle, whom he has taken to second place, and he will be joined by his assistant Simon Johnson.
Seaham secretary Kevin Turns said: "They've had two very good seasons there, and as well as winning promotion, they've won the Durham Minor Cup.
"Plus, they've got a win ratio of 78 per cent. We're hoping that they'll be able to bring some experienced players to the club, and put us into mid-table. The last two seasons have been dreadful for us."
