Spencer, who has spent the last fourteen years in the Football League, has agreed to sign for the remainder of the season.
Windsor founding director Kevin Stott said: "It's great to have Damian back at Stag Meadow after fourteen years"
"He was possibly the only player to be sold from the now defunct Windsor & Eton when he joind Bristol City."
Stott continued: "He came to us which is a good reflection on the route Windsor FC are trying to take and it isn't about money for Damian.
"We must be doing something right if we can attract players to the club who everyone can see should be playing at a higher level."
Spencer has prviously seen action with Windsor & Eton, Bristol City, Exeter City, Cheltenham Town, Brentford, Kettering Town, Kidderminster Harriers, Aldershot Town, Eastbourne Borough and Grimsby Town.
