Powell was a prime mover in the formation of the club more than sixty years ago, initially known as Ocker Hill United, where he began as a young secretary - a position he held for many years during which time the club re-branded itself as Tipton Town.
He was renowned throughout the game as a most durable competitor, endeavouring to ensure his teams were cast in the same mould and the club gained many successes and admirers as a result.
Living out a few miles from Oswestry for the last twenty years or so he still maintained contact with the club and made the effort to travel back to the Black Country about half a dozen times each year to watch the club's home games.
Whilst residing in Shropshire he made a social impact there too and was warmly accepted into their local Hunt (pheasant shooting), many members of which had a high social standing in the wider community.
Bill Powell leaves his wife, Dorothy, daughters, Kim and Debbie, and son John.
