Richardson, who can play anywhere along the back four, was in the same Tranmere Rovers youth team as current Bay defender Luke Denson, and last year played fifteen times for Conference North champions Hyde FC - including their 1-0 win at Colwyn Bay last August.
Bay`s player-boss Jon Newby commented: "Joel can play anywhere along the back four so I see him as a very useful addition to the squad.
"I believe we are now getting together a squad that is stronger than last year, with more depth and will provide better competition for places."
Winger Paul Ennis has also now officially signed on for next season, while Danny Lloyd-McGoldrick is back at Bay after agreeing to sign a new one-year contract with the club.
Lloyd-McGoldrick left the Bay to go full-time with Lincoln City last January, but although initially he did well there, he was unable to agree a new contract with the Conference Premier side and was released in the summer.
Having now agreed terms with Newby, Lloyd-McGoldrick says he is delighted to be back at the Bay and is looking forward to the new season.
Denson has also has also signed on for the Seagulls again as a non-contract player.
Off the field the club have also strengthened their boardroom with three new directors in businessmen Allan Ham, David Messom and also Andrew Keep, who will be helping with the new Football in the Community project.
