Lewis was a schoolboy player at both Chelsea and Reading, before joining the Cheltenham Town Centre of Excellence and making a significant impression as part of the youth team.
He scored sixteen goals during the 2007/08 season as a youth player, and went on to score against Southampton in a pre-season first team friendly.
He made two League One first-team appearances as a substitute towards the end of the 2008/09 season and went on to make around thirty-nine appearances in the first-team up until 2012.
Salisbury player-manager Darrell Clarke expressed his happiness with the signing, saying: “I’m absolutely delighted that we’ve agreed a deal with Theo – we’ve beaten off a fair bit of competition for his signature.
“I was impressed with him as soon as I met him. At our first meeting he wanted to know all about the football side of the club – it’s refreshing to see that kind of focus and professionalism from such a young lad.
“He’s got plenty of ability, he knows how to use the ball, and he can unlock defences – he is impressive as a footballer. I’m looking forward to him putting a white shirt on and getting out on the pitch.”
